Water pump contains electricity but no short circuit?

I have a crystal ball spinning on water using a water pump but when i touch the water i get electric shock. Just wondering why doesn't the appliance short circuit? If theres electricity means the wire came in contact with the water so why doesn't my house power supply trip automatically?
